NAPCA is Consistently Top-Performing SCSEP Organization Nationwide

NAPCA Presents SCSEP Grantee Best Practices to DOL

In 2025, NAPCA continued to solidify its position as one of the top-performing SCSEP grantees nationwide. NAPCA has consistently been one of the top SCSEP performers, and after the four-month funding delay, was among the quickest to return to normal operations during the end of 2025. In March 2026, NAPCA was asked to present in an all-grantee Department of Labor meeting on SCSEP administration best practices. The NAPCA SCSEP National Director spoke about recruitment strategies and supportive service approaches that enabled NAPCA to quickly revamp the program after SCSEP funding resumed and to return to serving the elders most in need.


In March 2026, NAPCA also hosted the National SCSEP Training with over 40 SCSEP program administrators from NAPCA staff and community partners. The training provided an opportunity to celebrate the previous year’s wins, get aligned on programmatic goals, and refine future processes.


NAPCA is the #1 top performing SCSEP grantee among all national and state recipients according to the most recent DOL evaluation:


  • For Program Year 2023 (July 1, 2023-June 30, 2024), NAPCA’s performance achieved was 130%, meaning that NAPCA significantly surpassed programmatic goals. The nationwide average for grantees was 92% (Aggregate Percent of Goals Achieved).


In the most recent budget proposal, the White House once again zero-funded SCSEP, which would shutter the program nationally. SCSEP is a proven cornerstone resource for elders and has historically received bipartisan support. During NAPCA’s SCSEP National training, program administrators were encouraged to invite members of Congress to participant meetings – regardless of political affiliations – to give their elected officials the chance to hear directly from constituents.


No matter what comes next, know that NAPCA will continue working tirelessly to advocate for the continuation of SCSEP and related programs for the well-being of elders across the nation.
